RE: Olympic Qualification System for Athens 2004

The International Olympic Committee has now finalised the IOC/UIPM
Qualification System for Athens 2004 Olympic Games, a copy of which you will
find attached herewith.
The places of some of the qualification competitions as some administrative
details between the IOC and the NOCs are still to be completed

EVENTS
Men: individual competition (shooting, fencing, swimming, riding,
running)
Women: individual competition (shooting, fencing, swimming, riding,
running)
Maximum number of athletes: 32 men and 32 women.
The Olympic competition will take place over one day for the men’s event
and over a second day for the women’s event.
QUALIFICATION SYSTEM
GENERAL PRINCIPLES
1. The same system will be applied to qualification by both men and women
athletes.
2. Athletes eligible to take part in the Games of the XXVII Olympiad are
those on the UIPM qualification list of 1st June 2004, who have
accumulated 5,100 points (men) and 4,800 points (women), or who have accumulated
5,100 points (men) and 4,800 points (women) in a continental qualifying
competition.
3. A maximum of two male athletes and two female athletes per NOC/national
federation may take part in the Olympic Games.
4. Qualification is by athlete unless more than two achieve qualification
places. According to the Olympic Charter, NOCs are responsible for the entries
of their athletes in the Olympic Games.
5. If an NOC has more than two athletes qualified in a competition (the men’s
competition or the women’s competition), it may enter in this competition the
two athletes of its choice from those who have obtained a qualifying place as
long as they fulfil the conditions required to take part in the Games of the
XXVIII Olympiad (see point 2 of the General Principles).

Allocation of the 32 places per competition will be on the basis of the
following qualification categories:
a) 2002 World Cup Final 1
b) 2003 World Championships 3
c) 2003 World Cup Final 2
d) Continental Championships 9
e) World Championships 2004 9
f) Host country 1
g) §World Cup 2
h) §World Cup 2
i) §World Cup 2
j) «Tripartite Commission Invitations Places » 1
k) 2004 Pentathlon World Ranking plus
§ In 2004, 3 World Cups: March-America or Africa, April-Asia or Africa,
May-Europe
a) 2002 World Cup Final
The top athlete of the 2002 World Cup Final will qualify.
b) 2003 World Championships
The top three of the 2003 World Championships will qualify.
c) 2003 World Cup Final
The top two of the 2003 World Cup Final will qualify.
d) Continental Championships
Nine athletes qualify: Africa-one, Asia-two, Oceania-one, PanAmerica-two
(one North/one South), Europe-three. The Pan American Games are regarded as
the qualifying competition for the American continent.
e) 2004 World Championships
The nine best athletes from the 2004 World Championships will qualify.
f) Host country
If it does not already have an athlete qualified in one of the other
categories, the host country will be guaranteed a place in each competition.
g,h,i) World Cup
The top two athletes in each of three World Cups in 2004: March-America or
Africa, April-Asia or Africa, May-Europe will qualify.
j) « Tripartite Commission Invitations Places »
At the request of the IOC, two places (one man and one woman) are reserved
for invitation places out of the total quota.

SPECIAL CONSIDERATIONS / REALLOCATION OF PLACES
1. NOCs will have to confirm to the UIPM that they will use the places
obtained by 30th May 2004 at the latest.
2. If an athlete who qualifies at the 2002 World Cup Final, 2003 World
Championships, 2003 World Cup Final, 2004 World Cup competitions or 2004 World
Championships is unable to take part in the Olympic Games or is previously
qualified, the place and qualification position goes to the next unqualified
athlete/NOC from the 2004 Pentathlon World ranking list, as at May 30, 2004.
If the winner of a Continental Championship is unable to take part in the
Olympic Games, he/she may only be replaced by the next placed athlete/NOC in
the ranking of the corresponding Continental Championship.
3. The Continental Championships for individuals will be organised pursuant
to the modern pentathlon competition rules - 2000 edition, Art. 1.05 and
1.11.1.
The principles listed under art. 1.14.1-5, referring to participation
in the World Championships, will be applied to participation by athletes in
the Continental Championships.
4. All the qualifying competitions for the Olympic Games will be under the
technical control of two (2) technical delegates.
